Calling on the name of the Lord - Romans 10:9 and Romans 10:13 compared to other scriptures

 Yes, the scriptures make it clear that you must ask Jesus to save you when you receive His death, burial and resurrection as the complete payment for your sins (Romans 10:9). Asking Jesus to save you (Romans 10:13) is the most natural reflex you can have if you sincerely believe that you are a lost sinner on your way to hell and when you realize your need to trust Christ alone as Savior. ''Let him ask in faith''.

A couple examples of people calling upon the Lord for salvation in scriptures (all but Matthew 14:30):

Matthew 14:30 - Lord, save me.

Luke 18:13 And the publican, standing afar off, would not lift up so much as his eyes unto heaven, but smote upon his breast, saying, God be merciful to me a sinner.
 
Luke 23:42
And he said unto Jesus, Lord, remember me when thou comest into thy kingdom.

John 4:10 Jesus answered and said unto her, If thou knewest the gift of God, and who it is that saith to thee, Give me to drink; thou wouldest have asked of him, and he would have given thee living water.

 17 And the Spirit and the bride say, Come. And let him that heareth say, Come. And let him that is athirst come. And whosoever will, let him take the water of life freely.

 

Romans 10:10 says : for with the heart man believeth unto righteousness (is justified), and with the mouth confession is made unto salvation (salvation is received when you ask Jesus for the gift of eternal life - both are included in salvation).
